Call Of Duty 5 is really good, however i think it has voice chat
But, just turn down the volume if they get annoying etc

Hey, fifa 09 is a good xbox live game, hardly any one uses the chat feature on that. Also Call of duty 4 and Call of duty 5 and amazing games, which dont ' require ' the chat. I would recommend using chat though, its great for making friends and chatting to your friends.
